Subject: Direct humanitarian aid to Cuba by US citizens and residents of Cuban origin.


Dear President Bush:

After the destruction caused by Hurricanes Gustav and Ike, a group of colleagues and I wrote the letter below, directed to you and General Raúl Castro, and posted it to my blog.

In a few days, we collected more than 400 hundred signatures from Cubans in the US, Latin America, Europe and the island itself. They represent all walks of life—blue collar workers, professionals, artists and intellectuals. They represent a spectrum of viewpoints—conservative, liberal, pro-embargo and against the embargo.

This is not an attempt to weaken the embargo nor a covert strategy to undermine the Cuban government. We are committed to maintaining the humanitarian spirit of this initiative, putting aside our political positions, which are well known in the case of the many public figures that have signed this letter.

We ask you to let us know that you are willing to consider our bipartisan, binational approach and we are asking the same of the Cuban government. Should this proposed initiative become a reality, we are certain that the public support for it will be overwhelming.

Remove Restrictions on Humanitarian Aid to Cuba
Open letter to the governments of Cuba and the United States on behalf of the victims of hurricanes Gustav and Ike

Distinguished Leaders:

We ask that you urgently consider the following initiative asserting the right of all Cubans to help our relatives and countrymen in case of a humanitarian crisis, as well as the right of the victims to receive our aid.

Hurricane Gustav caused serious damages in Cuba, principally in Pinar del Río province and on the Isle of Youth. Images and reports in the press, both national and international, as well as personal testimonies of inhabitants of the areas most affected, attest to the extreme gravity of the situation, which could further deteriorate with the impact of Hurricane Ike.

Considering these circumstances, we ask:

  1. That the US government suspends for 90 days the restrictions on remittances, visits and humanitarian aid sent to Cuba by US citizens and residents of Cuban origin, whether or not they have immediate family on the island.
  2. That the Cuban government suspends for 90 days the taxes and tariffs on remittances and humanitarian aid coming from Cuban nationals abroad (not only in the US), that they authorize humanitarian visits for all who wish to visit Cuba for this reason during the stipulated time period and that they be allowed to do so with their current travel documents, without discrimination for political or other reasons.
  3. That the governments of Cuba and the United States immediately create a bilateral working commission to oversee the logistic, diplomatic and legal aspects of this initiative, guaranteeing that the humanitarian aid of US citizens and US residents of Cuban origin is delivered in its entirety to those for whom it is intended.

The below signatories are committed to maintaining the humanitarian spirit of this initiative and focusing exclusively on the mission of avoiding greater suffering for the victims of Hurricane Gustav and Ike, putting aside our political differences and rejecting any commercial, party or ideological impulses. We only ask that the governments of Cuba and the United States immediately lift the restrictions Cubans abroad face in helping their relatives and countrymen on the island.

Ayer leí una noticia en Cuba Encuentro sobre las campañas de McCaín y Obama. Es evidente que esta vez nuestra voz se hizo escuchar a través de tus misivas y quizás también de las que han redactado otros.

Hay que reconocer que eso ya es bastante para gente que carece de influencias en los partidos políticos y en el Congreso americano. Pues sobra decir que si somos exiliados, menos reconocimiento ni credibilidad tenemos en el país que nos vio nacer…

Algunos dirán que la carta y tus gestiones fueron vanas, que no resolvieron mucho o nada. Lo cierto es que es una iniciativa pacífica que invita al concilio y aunar fuerzas en aras de un interés común: el envío de ayuda humanitaria directa a los familiares y amigos en Cuba.

Lo más significativo de esta experiencia es la cantidad de nombres -con su ubicación precisa en una latitud- que reclaman lo mismo. He querido subrayar lo de estos nombres pues es algo que no vemos con frecuencia debido al miedo visceral que, como un virus, nos han inoculado desde que nacimos. Es el mismo miedo que a veces obliga a muchos a tragarse las ideas o en otros casos, a callar esa voz hasta asfixiarla.

No obstante, creo que estamos asistiendo a un despertar y ya se va entendiendo que tan criminal es quien comete una injusticia como quien calla ante ella.

En todo caso, tu iniciativa es loable. Es más que cruzarse de brazos, criticar y observar pasivamente o desentenderse de la realidad, cosa que no ayuda a solucionar el problema que hoy afrontamos todos los que amamos Cuba.

Lo que hemos vivido durante la última semana me lleva a pensar que los blogs están destinados a jugar un papel cada vez más importante en la divulgación de la información. Sin lugar a dudas, este fenómeno tiene repercusiones positivas en el reforzamiento de las relaciones entre los cubanos de adentro y los de afuera de la isla.

Es esta idea de nexo, de creación de vínculos durables desde una posición cívica la que me mueve a apoyarlos, no el odio absurdo que destilan las posturas políticas antagónicas y extremistas.

Retomo una reflexión que hiciste el 28 de agosto en tu diario: “También cabe la posibilidad de que el concepto de "patria" esté cambiando con nosotros.” Para mí, Jorge, esto que hoy hacemos ¡también es hacer patria!
